Unitatea Executiva pentru Finantarea Invatamantului Superior a Cercetarii Stiintifice Dezvoltarii si Inovarii (UEFISCDI) is a public body under the authority of the Ministry of Education, Research, Youth and Sport (MECTS).
UEFISCDI was established in July 2010, based on the Government Ordinance no. 74/ 2010. It is the merger of the three organisations with responsibilities for the management and administration of programs in the field of higher education, research, development and innovation. These organisations are:
- Executive Agency for Higher Education, Research Funding (UEFISCSU).
- National Centre for Programme Management (CNMP).
- Management Agency for Research, Innovation, and Technology Transfer (AMCSIT).
UEFISCDI is the executive agency for the consultative councils MECTS, namely
- National Council for Financing of Higher Education (CNFIS),
- National Council for Research in Higher Education (CNCSIS),
- National Council for Development and Innovation (CNDI),
- Advisory Board for Research, Development and Innovation (CCCDI) and the
- National Council for Ethics in Research, Technological Development and Innovation (CNECSDTI).
UEFISCDI is the body implementing four out of the six programmes of the National Plan for Research Development and Innovation 2007-2013, namely
- Ideas (exploratory research).
- Human Resources.
- Partnerships in S&T Priority Areas (applied research).
- Innovation (innovation and technology transfer).
In its capacity of programme manager, entrusted by the National Authority for Scientific Research, UEFISCDI is in charge with the management, monitoring and funding of the scientific research, innovation and technology transfer aiming at an efficient promotion of the R&D results in the market.
UEFISCDI leads also the implementation of six Strategic Projects for Higher Education (European Social Fund):
- "Quality and leadership for Romanian Higher Education";
- "Doctorate in Excellence Schools (Research Assessment and Support for Scientific Publishing)",
- "Doctoral Studies in Romania – Organisation of Doctoral Schools";
- "Improving University Management",
- "National Student Enrolment Registry" and
- "National Study for Monitoring the Labour Market Insertion of Higher Education Graduates".
